Newcomer to Galaxy/Android... and I'm frustrated!

The way to manage those notifications is to go into settings, then apps, and select a particular app to choose how you want to get a notification for that app.

For example, I have sound, pop-up, badge, and lock screen notification for my calendar app.

Well, unless I'm missing something, I've got all the notification settings for Acuweather set correctly where it should pop-up. But I get the sound effect (I can tell because I have it set to something no other apps are using) and no pop-up. Then I'll look, and there's always a notification for Acuweather in the notification panel. Even after I hit the clear button. Maybe this is just an issue with this app in particular. The best thing I can tell is that it's notifying me of a temp change or something...

You need to disable/uncheck 'Persistent Notification Updates' for it to go away with the clear button. Some devs like being a PIA and forcing less tech savvy or those new to the platform into thinking it's just the way it is and have their app constantly running.
